In 2023, Ukraine was added to the Enlargement Package for the first time.
Every year, the European Commission adopts the Enlargement Package, a set of documents that outlines its policy on further enlargement of the European Union. The main part of this Package is the Communication on Enlargement, which summarizes the current year, namely: analyzes the progress made by the candidate and potential candidate countries, the challenges they faced, the reforms that need to be implemented, and proposes further steps.
The EC has published an official report on the 2023 Enlargement Package, in which it recognized Ukraine’s progress in implementing reforms. According to the report, 90% of the reforms envisaged in the candidate status have been implemented. This report provides a detailed assessment of Ukraine’s implementation of the seven recommendations of the European Commission that were received along with the candidate status.
This recommendation is key for the EU leaders to make a political decision in December this year to start negotiations with Ukraine.
